Meet the HMTC Team


HMTC Training & Consulting has developed a uniquely effective, step-by-step, process-oriented training approach.  It is designed to assure that each participant becomes an appropriately trained, self-sufficient transportation worker for our customer.  It is our goal to ensure that each participant is not only familiar with the appropriate transportation regulations, but that he/she understands the simple, systematic process that leads to compliance.  Each and every participant is important to us and receives all the tools and attention necessary to assure successful completion of the training.

Philip C Rieke:
Phil Rieke is owner/operator of HMTC Training & Consulting and is its chief instructor.  He has more that 20 years experience as a trainer.  He is a nationally recognized expert in the field of hazardous materials transportation and has provided specialized training nationwide.  His customers include high-profile manufacturers, carriers, and government contractors as well as numerous smaller companies. Phil began his transportation career in 1990 as a transportation specialist and instructional designer for a Department of Energy (DOE) contractor in Oak Ridge, TN.  He transferred in this capacity to the Hanford site in the Tri-Cities of Washington State in 1993.  In late 1995 Phil began his own part-time business, Rieke Training & Telecommunications, to provide transportation training and consulting services to non-DOE customers.  In 1999, while continuing his part-time training activities, he accepted a position with Siemens Power Corporation of Richland, WA where he was responsible for assuring regulatory compliance in all transportation functions and coordinating package licensing with the Nuclear Regulatory Commission.  He was also tasked with representing the company in a criminal investigation addressing transportation and packaging violations that had occurred prior to his employment with Siemens.  In April of 2001, with the investigation completed, Phil left Siemens to pursue his private business full-time under the new name of HMTC Training & Consulting. 

Phil earned his Bachelor of Science degree in 1984 from Lambuth College in Jackson, TN.  He began his professional career with the Tennessee Emergency Management Agency, first as a planner and later as an exercise and training officer.  Phil is married to the former Nancy Burnette and together they live in Pasco, WA and have three children, Luke, Will and Courtney.

HMTC’s services don’t end when the training class is completed.  We want to maintain an ongoing relationship with each of our customers, bolster their confidence and help assure their success in the transportation world.  To this end, we offer free consulting for all of our training customers.  When shipping questions arise, an e-mail or a quick telephone call gives our customers access to the experience and expertise of the HMTC staff. 

Providing the highest level of training and consulting service to our customers is HMTC’s primary goal each and every day.
